A spending plan that would conclude the longest government shutdown in US history is reaching the House of Representatives for a critical decision on the coming day.

On the 43rd day of the legislative standoff, congressional members are coming back to Washington to decide whether to endorse a legislative agreement that would fund public services for the next eight weeks.

GOP leaders expressed confidence the funding measure would clear the lower chamber, regardless of their slim advantage. But leading opposition members promised to vote against it.

"We're opening up our United States," he declared on the previous day at a patriotic gathering in the Virginia suburb. "Shouldn't have been shut down."

Consequences of the Shutdown

The shutdown, which commenced on the first of October, has left a government employees unpaid, stopped SNAP benefits for those in financial need, and slowed flights for travelers ahead of the family gathering season.

With over a thousand trips cancelled on the previous day as furloughed aviation staff take sick leave because of the appropriations stalemate, lawmakers are finding other ways to reach Washington.

Voting Timeline

The procedural committee moved the legislation forward in a political party ballot by eight to four in the pre-dawn period of Wednesday morning, ending a marathon deliberation.

GOP committee members dismissed minority changes aiming to continue ending healthcare support - their key condition during the impasse.

The House is scheduled to reassemble at 16:00 EST (evening universal time) to hold one hour of debate on the bill before a ballot.

Minority Position

Opposition chief the New York representative of his constituency pledged to oppose the legislation.

"We completely reject as Democratic representatives to this irresponsible GOP attempt to keep elevating the high cost of living on working families," he informed the media outlet.

Jeffries has shown irritation with Senate Democrats who aligned with Republicans on the previous evening to pass the budget proposal.

Major Points

A central demand of minority members during the shutdown has been that the majority add to the funding package a measure to extend government subsidies that make healthcare cheaper for millions of citizens.

But GOP members maintained solidarity and declined to compromise, consenting merely to allow a decision before year-end on the healthcare subsidies, an option they presented weeks ago.

And there is no guarantee that provision will even pass the upper chamber, while the presiding officer has not yet promised a decision regarding the subsidies in the House.

Legislative Mathematics

The House leader has kept the House out of session for several weeks to apply stress to the upper chamber minority to settle the impasse.

Before Wednesday's vote he will administer oath to the new Arizona representative the Democratic candidate, a minority party representative who was elected in a by-election in the previous month.

After she completes the congressional commitment, the Republican majority in the legislative body will be narrowed to five votes – 219 to 214.

That indicates the Speaker can only afford to lose a pair of GOP members on every political decision.

Economic Considerations

The budget places the federal government on path to maintain increasing about nearly two trillion dollars (British equivalent) a year to its $38tn in debt.

But the Texas representative of the Lone Star State announced he remained "unaware of any opposition of significance" to the proposal from spending watchdogs in his House Freedom Caucus.

Likely majority party opponents the libertarian-leaning lawmaker of his constituency or the Indiana congresswoman of her district have kept quiet so far on how they plan to vote.

But should they actually vote against leadership, the legislative leader could potentially pass the legislation with the help of centrist opposition members, such as Jared Golden of Maine or Henry Cuellar of his constituency.

Political Fallout

No political group seems to have come out without damage from this congressional crisis.

Opinion polls indicate voters believe the majority party bear somewhat greater of the culpability, while minority members were bitterly split by the political maneuvering.

And after the funding gap ends, funding legislators have just two months to prevent the following crisis.

Public financing would then be scheduled to end on 30 January.
