Britain and France to Deploy Forces to the Country if a Ceasefire Accord is Agreed

The London and Paris have formalized a declaration of intent concerning the deployment of armed personnel in the nation if a peace deal be struck with Russia, the UK Prime Minister, Sir Keir Starmer, has declared.

After talks with Kyiv's partners in the French capital, he indicated that the allies would "establish defense centers in various parts of Ukraine and erect fortified facilities for arms and defense matériel" to deter any future incursion.

The coalition members also suggested that the United States would take the lead in overseeing a halt in hostilities.

Moscow has repeatedly cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not commented on this latest declaration.

Context and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Russia at this time holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the duration," commented Starmer.

Heads of state and high-ranking officials from the "Allied Coalition" participated in the recent discussions.

He stated at a joint press conference, Starmer added: "It paves the way for the juridical structure under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and regenerating Ukraine's military for the years ahead."

The PM went on to say that the UK would be involved in any Washington-directed verification of a potential ceasefire.

Defense Assurances and Negotiation Stances

Top Washington representative Steve Witkoff said that "durable defense assurances and substantial reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a key demand made by the Ukrainian government.

Witkoff noted the allies had "mostly completed" their work on finalizing such pledges "so that the Ukrainian people know that when this hostilities ends, it ends for good."

Jared Kushner, US President Donald Trump's special envoy, also participated in the discussions.

At the same time, France's leader Emmanuel Macron said that Ukraine's partners had made "major headway" at the negotiations.

He said that "comprehensive" defense assurances for Kyiv had been reached in the event of a potential ceasefire.

President Volodymyr Zelensky commented that a "significant step forward" had been made in Paris, but cautioned that he would only consider efforts to be "enough" if they led to the conclusion of the fighting.

Recently, he indicated a peace agreement was "mostly finalized". Agreeing on the remaining 10% would "decide the fate of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Putin has often said that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to conclude the war.
  • The Ukrainian President has so far rejected ceding any territory, but has suggested that Ukraine could move its forces to an designated point – but only if Russia follows suit.

Moscow currently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The areas form the area of the Donbas.

The initial US-led comprehensive framework that was extensively reported to the media last year was perceived by Kyiv and its partners in Europe as being disproportionately favorable in Russia's direction.
